Description"The present paper deals with the field of innovation in public administration, more specifically how design thinking methodologies can support public servants who are "innovators at hears" to innovate on a daily basis. After having proposed an innovation policy for "Institution X" (top-down approach), then a toolkit for public servants (bottom-up approach), I suggest a midway approach. The latter combines co-creation and specific design thinking methodologies as a way to familiarize public servants as well as to empower them to form communities of like-minded people within an institution.
